Just to be clear, basically the only area to rig and launch on sand is the very northern tip? It looks like there's only enough room for a few kites and you would need to stand in the water to launch. There are still no buoys there and the sign is a little confusing.

I know it's a little confusing, but the golden rule is to just not put any beach goer in potential danger. Just launch and access the water downwind of them.
