Just not quite there and no pressure gradient behind it so far. Will have to keep an eye on it. PDXMB reports caps and pegged flags on the columbia (probably somewhere near town). In terms of CSO, most of it has been fixed to date (more than half) and as dunes said, it gets diluted very rapidly when it reaches the columbia.
