I didn't even think about it being the 4th weekend - that would explain more of the off-roaders.
As to why they hang out near the edge of the beach. Tatiana and I talked with some of the off-roaders (not the one who ran through my lines).
They like going up and down the ridge before it hits the water - so that is the main reason why they come close to the water - they want to hit the edges. Also, they are curious about kiting, want to check it out, and don't realize the dangers that are involved.
As for the guy who ran into my lines - I can't say for sure, but he may have been on something, - he may have been hi, stoned, tripping, drunk, or whatever - he seemed off, but who knows.

in case y'all want an out of town "kook" opinion on this, you might try stringing up something more visible than kite lines parallel to your launch zone.
Like construction tape or those used car lot flags between 2 vehicles???
That would look lame, but do the trick.
Might be against some rule or other I guess, I dunno...
culprits probably oblivious....

we have this issue at Pismo Beach in California sometimes too. I had a motocross guy stop right on top of my lines and when I told him, hey, you just stopped directly on top of my gear, he just looked at me for a second, spun his tires out and completely sprayed me with sand, then went on his merry way. Road rage overtook me and I jumped in my car intent on running the jerk down before I wised up and took my aggression out on the water!
We park our cars in a U shape to protect us on the inside and give us a launch/land area, then walk between our cars (not the safest thing I know but the lesser of two evils) about 10-30 feet to get to the water. Maybe you guys could do something similar with beach chairs or something!
