Not being a HR local I was curious about what I saw a couple weekends ago in HR.
The Event site seemed to have a huge sandbar and while I saw a few kiters launching there, there were signs everywhere saying kiters could not rig/ launch from this location? |

Kiters are NOT normally allowed to use the Event Site to launch... That is no kites are to be set on the lawn, lines run out, etc.
BUT a while back it was decided that we could rig/launch at the Event Site until the beginning of May, I think it was... So yeah, unless things have changed, we have it for a few more weeks. |

You can land/launch at the event site until April 30th. See the post below from the CGKA

The event site is not a good beginner launch. The wind is weird in there. Alot of people just park at the Event site and walk across to the sand bar to launch and land then dry their kites off at the event site after their session |

| The sandbar is the kite launch year round the grass is only ok in the off season. |

this is so true, you either have to launch your kite facing the water and risk getting drug down the slippery grass, possibly slipping and/or falling and then who knows what would happen,
OR
you have to launch with your kite facing the parking lot, then bring it up overhead and then keep going north with it. not ideal either in the cold gusty spring winds. you could get lofted on land while bringing your kite overhead.
it's do-able, just a little sketchy.  |

From what I saw it looked like a sandbar went directly out from the event site several hundred feet that could be used to rig/launch.
Maybe the water is low this time of year and that is not above water later in the year? |

yes, the spit you are referring to, is the normal launch during the regular season. it does jet out in front of the eventsite a little bit, but i would say it mostly jets out from the Hood River.
some days, like now, the water is pretty high, sweet, sweet, butter flatwater playground heaven.
some days it is lower and more sandbar protrudes in front of hte eventsite, which gives us more area to rig and launch. |
