We have a lot of that here, and I don;t think I have been to THE beach the past few months without having to tell people follow the rules....which by no means are weird or terrible...they are common sense to any area with some traffic. Imagine mixing windsurfers, kiteboarders, and hundreds of beach goers all on a beach about half the size of Sauvies. People get by... its just all about where you launch/land/ride .... nobody cares where you pump up your kite. All it takes is a bar of wax and about 1 minute of rubbing.You can even come up with a clever phrase to help the offending party remember. It seems highly unnecessary most of the time though, as most kiters seem ready to follow the rules.
