I'm no hydrologist, but I'm hoping for more base building for our 3 sandbars.

Will they keep the low water levels during the weekend? Is there a chance it will come back to "normal" levels by Sunday in HR?

Not sure, but friday is supposed to be the lowest day. Check out the web-cams. The sandbar off the west side of Wells Island has a finger extending to the NW to the middle of the river towards the lower Hatchery. Gorge.net has a web-cam under "community".

Moondog: why are the levels so low right now. Are they doing maintenance on some locks or dam foundations or is the water table just that low?

There removing debris, logs from the spillway structure. Junk gets lodged in small openings along the normal waterline.
