I am looking to take some lessons and I am looking for recommendations on instructors between The Dalles and Stevenson. Cost to value is the key!

If cost to value is important, ask what the "2 hour" lesson gets you. Is it 2 hours of water time or 60min of setup/transport and 60min of water time? Big range of approaches here.

jet ski instruction from Wells Island is pretty hard to beat. You are not competing with 70 kiters at the sandbar. The focus is on YOU not who your are going to collide with!
