Jetty Island is the normal spot. You're looking for west wind through all three sections of the strait of san juan de fuca, and NW wind for Admiralty Inlet.

Show up at 3PM, should be good. Only thing I don't know about is the whether the ferry is running.

Yes ferry is running. Runs late tonight, last ferry leaves mainland at 8 and last ferry back is at 9pm. The only issue is that the ferry might be full. GO early if you can, it won't be as full early in the day. Worst case you can chill on the beach all day till the wind picks up.

Sometimes, if you are super nice, you can hitch a ride with boaters to the island. The boat launch is right next to the ferry dock.

If you can get to the island, I am sure there are kiters who can bring you back.

When on the island, you have to haul your gear way north to get away from the general public chillin on the beach. There is a sandwich board that you must walk past before you can kite.
