Hi Guys,
Was looking at Sept and with American Airlines looks like I could book RT air for two for just 50k in miles+220 in fees.
Between that and the groupon deal that they are offering:

I was looking at a SUPER cheap vacation.
When do the winds blow? I've never been and looking for a good heads up. Looks like this would be the southern part of the island. Heard DR can be a bit sketch but would like to check it out.

Never been to DR but I assume it is very near the same wind patterns as her neighbor PR, which I've been to more times than I have digits on my hands and feet.
My advice about September: Don't do it!
Height of the hurricane season. Height of the rainy season.
Also, That's the wrong side of the island, go north.
The latest I would book for guaranteed wind is July |

If this is to be a kite surfing vacation then you need to be on the north shore specifically in Cabarete and specifically in a hotel on kite beach.
There is no kite surfing on the south coast of DR. And through there may be at times kiteable wind on the south coast - there are no resources for kite surfing on the south coast of DR.
