Visited some friends in Manzanita this weekend and found wind blowing from the northeast today. Pumped up the 11m and grabbed a quick session. Wind and tide going the same direction so water was pretty flat but fun nonetheless.

I launched just south of the boat ramp. At high tide the water is up against logs on the beach, but less than high tide, there is enough beach to launch from. You could launch from the grassy area by the parking lot and just walk down if it's high tide.

I've never seen it blow from the northeast before but its not something I really chase. East or Northeast the wind poops out in the afternoon, but its pretty steady until it dies off. It would work better if the tide was coming in with east winds.

I used to windsurf there in winters on south winds, but you need to pay attention because it can go from 15 knots to 35 knots in minutes. Just pay attention to clouds coming from the south.

I've always been told that the bay is full of logs, stumps, snags and just to go else where. I have been on the Wheeler side of the bay as well and saw that the current is ripping through when the tide is going out.
I'll go back to the State Park side and take another look, armed with your info.
