Is it really a boat he's tethered to, or just some kind of sea-anchor?

Not a boat. It is a foil that creates drag so that he doesn't completely fly off. It is an accident waiting to happen. Once the foil is pulled out of the water, that guy could be in pretty serious trouble. |

When I first got into kiting I was thinking about something like that... so kooky though.
Honestly the tether kiting guy (Carl) looks like he's having more fun since he hauls ass across the water with the giant rope (just need a good place to tether to....) |
