The ebb (the point where the incoming tide stops) is at 5:30 so the river isn't going to start to drain and help your situation until about 6:30. Yeah Steelscape spot was blowing 20-25 mph constant from 5-6:30ish when I went to check out the park. Park was doing 18-20 ish until 7pm.
