I don't think that there are any standards established either by the Port of Hood River or the IKO or PASA certification requirements that disallow or do not permit an individual with a criminal background to instruct or participate as a certified instructor.
As a business owner myself, I agree that it is very important to maintain a reputable standard for how you hire and who you hire, but that is usually up to the owner to determine as to how to best accomplish this.
In the beginning of your post, you indicate that you were given advice to seek out a specific instructor from a specific school, I would think that this is just a good practice for you to consider following. Most all of our Hood River kite schools are good schools, but in regards to instructor experience and capabilities, yes, there are some very distinct differences that we hear about from customers who report back to us after taking lessons from different schools/instructors.
I would likely not worry too much about the rumor you heard and follow your current protocol of seeking out a recommended instructor and then prepare to be overwhelmed by the life changing sport we call kiteboarding!! _________________ Pure Stoke Sports
