what are music artists or certain songs that would make some good techno/hip hop beats for either a kiting vid. or just listening?

More indie/post-punk than techno/hip-hop, but "Shout About It" by Telephone (local PDX band; name of the CD is Automatic), particularly the opening riff, reminds me a bit of the Interpol song SS used in Spare Change... You might also check out a Toronto band called Holy Fuck, they have some stuff that might work for what you're doing (again, though, not exactly hip-hop).

Junkie XL is great for that kind of thing. Ben Wilson used it in his Dirty South kite film.
