I have been to Bonaire twice--similar wind, I think? Mostly 12, with some 9/10 days.

I google mapped the island and the best spot (the only spot with a road) is the area near the prison. Is that a good spot? If not, which are the best spots?
How did you get around? Did you rent a car? Taxi? |

Fisherman's Huts near Marriott and areas further west along the coast have nice flat water, consistent but off shore wind. Boca Grandi area you've found has stronger wind, but larger waves. Depends when you going to ride - I used 12m at the huts and 9 at Boca Grandi in December. |
