The City of The Dalles Wastewater Treatment Plant has experienced an upset this week which has resulted in discharge of effluent exceeding of the plant’s limit for E. coli.

On April 26 one of the twice-weekly tests for E. coli in the plant’s effluent to the river exceeded 406 organisms per 100 milliliters, the limit for a single sample. As required by the City’s NPDES permit, a series of five samples at 4-hour intervals was immediately started. The log mean of the five re-samples was 186.9, which exceeds the permit limit of 126 organisms per 100 ml.

The upset was caused by installation of a new boiler at the treatment plant which took longer than the expected two days to complete. Treatment operations had to be modified during the work, causing solids to build up in the plant. Although UV disinfection had been maximized, the solids build up was enough to interfere with UV disinfection of the effluent.

Normal operations were resumed on April 24 and the plant is recovering. Another set of five resamples is undergoing testing.

The City of The Dalles Wastewater Treatment Plant is continuing to discharge effluent that exceeds the plant’s limit for E. coli. The second set of re-samples indicates that the processes are improving but are not yet back under control after the upset that was caused, in part, by plant modifications needed to allow for installation of a new boiler.

Additional resources have been brought in to assist with operational needs. A second sludge truck is being utilized from the City of Hood River to aid in reducing the amount of materials that accumulated in the treatment plant during the boiler installation.

Samples will continue to be taken at the treatment plant until E. Coli counts are back within permit limits.

Signs have been placed at locations of public river access along both sides of the river, from The Dalles Riverfront Park to West Mayer Park boat launch on the Oregon side and from the Dallesport Boat Launch to the Klickitat Sandbar on the Washington side. The signs say: “ Warning - Contaminated Water - No water contact” and give phone numbers to call for information.

The department is in communication with the Oregon Department of Environmental Quality and local health department officials to coordinate response. Questions can be directed to the Public Works Department office at (541) 296-5401.

people are kiting now...

If we could get a quantity of sludge released you could figure out downstream dilution rates. But I'm guessing that if they are running around posting signs ojn the river that its unhealthy...its got to be pretty grim.

Just received this update from Katie at the CGWA office. Good news!

The discharge from the City of The Dalles Wastewater Treatment Plant to the Columbia River was back in compliance with permit limits for E. coli as of early Tuesday morning. The sample taken at 2:19am on May 4 was within limits for an individual sample and for an average of five samples. The delay in reading out the test results is due to the 24-hour incubation time that the test requires.

Samples of the plant's treated effluent will continue to be tested more frequently than required for the following week. Sign which were placed at locations of public river access to warn of contaminated water will be taken down today.

Have fun out there, and keep an eye on each other during this chilly early season.
