Thanks to the CGKA's hard work and a mostly positive use of the Event Site last year, the Port of Hood River has agreed to nearly double the area available for pump and dry.

I also want to let everyone know about some changes to the area in front of the Event Site. Actually, these aren't changes but just a reinforcement of an existing policy.
There is going to be several new buoys making the 5 Mph Zone. The bouys are going to say "No Wake". Now, there has been a long standing rule that no kiters are supposed to be in this area. The reason is to protect the kids that learn to windsurf in front of the Event Site. This rule also applies to windsurfers as well, as they can't come into the area traveling faster than 5mph. I think the problem has always been lack of signage so we're going to improve that with buoys and a better sign. I want to make sure everyone knows about this and spreads the word. The more we keep things positive the more access we can have obtain.
The Port has actually been considering modifying their Ord. 22 to include funding for the Sheriff to come down and patrol this zone, enforcing this Port law. The CGKA believes that most people don't want the police around, and we can manage ourselves. So everyone needs to be part of the solution when you see someone not complying.

Super happy about the expansion of the kite rig/dry area--even many of the die-hard windsurfers I know were scratching their heads over the postage stamp we were given last year. Nice work.
My only concern about self-policing is the 5% who just don't get it, don't want to get it, and have a lot more fun not getting it. The brewing confrontation then becomes the spectacle, and whatever wind toy they are using gets generalized to the other 95% who are doing the right thing 95% of the time. It is then that you start getting the, "They can't even control their own" comments.
I guess what I am saying is, when talking to someone about a rule, no when to cut bait if they are not getting it. A group spectacle does more harm than an isolated person/incident.
Law enforcement has its place. Last year during our public school kiting days a fisherman was fishing right were we needed to launch our kites. He had the right to be there--that was never in question. I did the soft-shoe, "Hey how is the fishing...?" "Wondering if you would mind shifting down 100' because we have a bunch of local kids coming..." The F-bomb tirade he unloaded on me in front of the kids finished with him threatening any of my students who got in his lines.
A call to the local Water Safety Deputy changed his entire outlook. He saw the light. He was reborn.
I have seen this play out more than once on the sandbar/Event Site. We have seen it on this forum. Know when to remove yourself, and seek "higher authority" if someone is just not getting it.
