A cool + cheap combo might be a fast fixed lens and a water housing (with a D40 as base could probably be done for well under $1000.)
We got the big bad Nikon 2.8 70-200 recently, but have been spending most of our time on this lens because its so fast and light:

Of course for any kind of long range that lens won't work (forget anything beyond 10 feet.) But upclose / water housing shots are usually the most interesting anyway.
Also its fun to mess around with in low light/indoors though because its so fast:

Gman, I'm a photo major in school so I'm still learning a lot. But from what I know that, 18-200mm would be a pretty good lens, that is an awesome range.
Usually the best lens for someone learning photography is a fixed lens, 50mm is your eyes perspective so that is an easy lens to start with. Canon makes a good cheap 50mm lens if your trying to get a good lens on a budget. But the good photographers I have talked to say your lenses are the most important part of your kit. Bodys will change and get better, but usually the lenses you will have forever. Therefore your first big decision is Canon or Nikon, it really doesn't matter, its just preference I guess.
That being said if your looking to invest, and going Canon, I would get the Canon Pro lenses, you gotta be looking to drop at least a grand to get yourself into one. You also want to decide what you are going to be shooting most, when getting your lens. Basically whatever lens you get, you should have forever if you take care of it, therefore your gonna skip wasting your money on all those lower quality lenses.
I would recommend getting a fixed 50mm to start with because that lens is really small and easy to take around and can do everything, so its a good backup lens to have with you regardless, and its soooo cheap. You could get the 50mm lens and one really nice telephoto or wide angle and be stoked!!
Oh yeah and by Canon Pro lenses I mean the EF lenses with the red line around them near the lens.

Also dont know much about the video, im sure autofocus prolly works, usually you cant meter them manually tho so your lighting needs to be good if you are trying to fine tune depth of field and such.

How much do you want to spend? Depending on what constitutes breaking the bank for you, it might be difficult to get a good set up. Canon and Nikon SLR's are both really really good. I don't think you can go wrong either way, and if you wanted to save money I would recommend either a used Canon 40D or 50D which will run 600-900 or a used Nikon D300 which will be 900-1200. I just broke my 40D shooting surfing at Lake Superior this week and think I'll be going to the Nikon D300. I shoot a lot of music and the Nikon does a lot better in extreme low light. I've also found it's a little more accurate at focusing. Lenses are really important and I'm going to disagree with some on here. First though- what do you want to shoot and how? This will determine the first lens, then if/when you have the budget you can get another. I shoot wide 75% of the time in the 18-50 range so a 70-200 wouldn't be my first choice, though it's a great lens and would be my second purchase. I do have a 50mm but I don't use it that much, except for in really low light concerts. Unless you get the really high end SLR, there will be a crop factor with the lens, so when you put it on your camera, it's really going to be about 1.5 times what it is on a film or full frame digital SLR. So that 50 will be more like 75mm which is going to either be too long or too short much of the time. I also have had no problems with certain Sigma lenses. The sigma 18-50 2.8 fixed aperture and the 70-200 2.8 fixed aperture are both great lenses and significantly cheaper than the canon and nikon versions. I would not recommend getting a lens that is not fixed at 2.8 or better. Also the longer the range of the zoom, generally the lesser the quality (18-200 is a HUGE range and also this camera only stops down to 3.5 at the wide end and 5.6 at the long end- this is absolutely not going to work for me but maybe that's not as important to everyone. It is really going to limit you in both style and what conditions you'll be able to shoot in.)

Just been getting into this myself, so I'll throw out my 2 cents worth.
First off, Canon or Nikon? Both really good. Depending on what you want to spend & what you can find. Whatever you start with is what you'll stick with because of the investment in lenses.
Spend your money on your lens first & get a good used body. Bodies change all the time; a really good lens will stay in your bag a lot longer. A lot of bodies advertise a great shooting rate per second, but if your lens won't keep up with the focusing you'll either get bad shots or a slow shot rate. Or both.
If you want to shoot with a housing, seriously consider an older body like a Canon 20D. You can find used housings pretty cheap for the older bodies.
Stick with lenses made by the same maker as your body. Canon for Canon, Nikon for Nikon. Why? Besides quality, they're cheaper in the long run. Third party lens makers have to reverse engineer the autofocus system, and there's no guarantee that your brand new lens will work with the next body that comes out. None of my 15 year old Sigma lenses worked with my Canon 40D.
