There isn't alot of snowkiting in Pdx/Mt Hood area but some people use sleds and ride Mt. St Helen's
Your best bet would be going south and hit up these guys. They have it pretty dialed.

I don't have a sled, but I do get out there by hiking in to places. Unfortunately, some forest roads turn into groomed snowmobile trails during the winter, meaning you have a hike just to get to the trailhead. Anyways I'm up in Seattle and know some spots (MORE THAN JUST FROZEN LAKES)
So if you don't mind snowshoeing-in or skinning up, its out there to be had. Where are you located?
Saturday and Sunday are going to be good at Mt Baker. Avey danger low. NE winds 15-25. Sunny. Not sure on the snow surface conditions.
