If the RR sensor is gusting into the teens, it's probably on. The sensor is in the parking lot where the winds are a lot lighter than on the water. My guess is that current winds at RR are in the mid 20s right now, maybe a bit higher.
Its ON right now!
Forecast to go even higher... Troutdale is forecast to increase until 2:00, then a quick drop off. If that forecast is correct, RR will probably blow until 3:00?

I'm a newbee and wondering if I could make this run from Dalton Pt. to Rooster rock.
I've ridden to Port and Starboard and have transitioned to my left and right at Rooster Rock on a 20+ knot afternoon (11m waroo with instructor assist).
Would I be able to tag along with today's conditions on my 11m Waroo & Slingshot Glide board. Or should I just bring my kayak and boat over to the edge of the pond and practice there? I've had a few lessons with Kite the Gorge, Gorge Performance (Mr. Mixwell) and New Wind.

Depending on your weight, an 11 might be too big today, especially with a Glide. Dalton to RR isn't all that far, but there aren't any real easy bailout points if you get in trouble. Just something to think about...
If you've got a Kayak, you're golden anyway! If RR is too nuked out for your 11, check out reed island West of RR...
