Hmmm. I just read a few pages of the statute. I don't see "snowkiting" in the list of activities you need a permit to guide. I didn't read all 59 pages. Perhaps you should explain what you know?

In regards to questions on launching at the Hatch... I only do this when the wind is so weak at the Sandbar that getting up to the Hatch is both difficult and would leave you impossibly overpowered once you got there. Personally I will drive around and drift launch on my 10m before you get your 14m-16m rigged on the sandbar and out into the current.
Yes, this is something that is technical and should not be even attempted if there are more than five-six windsurfers out or the wind is blowing more than a mellow 10m. I have been windsurfing here since 1990, and consider this to be a windsurfing site... But, there are those great days when you can't even get off the Sandbar, and it is perfect kiting at the Hatch. I also personally know most of the sailors and still sail quite a bit myself. Usually they are very reasonable and will give me a few minutes of clearance to get launched. Yesterday I had that inside flat water all to myself and worked on a ton of unhooked tricks in butter water.
I usually drift launch right inside the main point in that eddy. If that is overly crowded with sailors coming into and out of the water, I go down river about 150 yards to the small gravel beach. I you are not comfortable playing your lines out and doing a technical drift launch... then save yourself the hassle and don't launch. Launching with a buddy at the hatch requires you to swim out into the current and you still need to be very very good at managing your lines.

I think the bottom line of launching at the hatch is if you have to ask someone online about how to launch at the Hatch you probably shouldn't be doing it.

Wow, this thread sure was interesting.
So - Nails and pointy fingers at Indians. To wrap all this up, I spoke to a very experienced windsurfer about the gill nets and all that. A retaliation could be a posibility. Who knows. If the Indians are accusing kiters/windsurfers of messing up the nets, then whoever is at a meeting needs to educate them that is not the case & here is why:
Windsurfers: If they hit a net with their long fin, they will launch and do a face plant and possibly wreck their gear - not to mention get hurt. No windsurfer wants to do that.
Kiters: All the obvious reasons. Kite lines getting tangled, torn kites and the danger factor. Our fins are mostly small & couldn't possibly cut a net.
The Indians should know this by a respresentative of our community...Forrest.
Also, that these incidents are rare and unintentional if a torn nets occurs. Plus, I think most of us, including windsurfers are respectful of them as much as we know how. Maybe they need to educate us on how we collectively can do better.
I think maybe they need to look amongst themselves or competitive fisherman for sabotage. That seems to make more sense.
Oh and....just leave the hatch alone. Let the windsurfers have it unless you are bonafide superstar and no one else is there. Don't kook it up and piss off more people.
Please don't post any more of those freaky creatures. I had nightmares.

Mel, it's not that simple. We (Katie Crafts, Steve Gates, and I) tried to educate and explain that it can't really be us, but we fail for one simple reason. They feel that they don't need to understand recreationalists. Next time there is a meeting I'll let you know.

I think it's a VERY small number of net lines that would ever be cut and it would only be because they are conflicting with a launch location. It's a complicated situation with the placement of the nets regarding rights and who puts them there. Indians come from all over the place to fish. Not just the locals. They can sell or lease the rights to the net spots, or so I've been told by someone who should know. You would only have to piss off one guy who had his net line cut a couple times to get a reaction, if that is what really happened.
Who's to say it wasn't some hillbilly with some metal scrap/garbage, cutting cookies with his truck. He had some bad luck and his treasure flew out in the dark and now everyone has a conspiracy theory about Indians.
