My mother has 3 or more leashes on her and will leash a loose dog and politely hold it for the owner, she always receives a warm thank you for this!
We have had bad luck with dogs this year my wife was bitten and scarred on the thigh, our 4 mon old puppy nose was bitten wide open. All are good dogs rescue pit mixes in need of a loving home, B.S. I'm tired of people's unleashed dogs running around my little kids making me nervous, and wife afraid. So even though you know your dog and it's temperament others don't, and we shouldn't be forced to trust an animal we don't know just so you can enjoy the day how you would like to.
This is why I will be wearing a bright yellow wetsuit with a big D C on my chest and a red cape. And I will be leashing dogs, calling them in and charging selfish owners for being inconsiderate asses!

Lots of people bring their animals to kite launches. Not just the event site. One time I was standing with my kite in my hand, talking to an individual who had their dog ON A LEASH when the dog proceeded to bite my leg clean through my wetsuit.
arguing statistics is probably pointless. almost everybody has been bitten by a dog, very, very few people have experienced a life-changing injury as a result (unlike, say, cars, with which people seem to take pride in scofflawing around at high speeds), and next-to-no-one has died from interacting with a dog.
so the reasonable thing to do with an off-leash dog is to throw a snack at it and try and maybe help the owner get a hold of it and say something like "this isn't really a good place for an offleash dog, what with the giant traction kites and 80 foot lines and all".
an unreasonable thing is to look at the dog as a untamed land shark and try to give it a pre-emptive braining.
that is all I'm getting at.

whatever, i honestly think some people go through life just looking for an excuse to tee off on mishaps and get their charles bronson on.
im not from wisconsin, i don't look like charles bronson, im from vermont, i act nice, i usually get what i want.

Does Hood River have a dog park? I didn't have a dog when I lived there, but I work sometimes in Alameda, CA, and love taking my dog there because he has a blast at the "small" dog park (near the kiting beach) and is more comfortable than the "big" dog park next door (he's only a 10-pounder, sample dog as my friend says). I keep him on leash at the Event Site always, though confess we sometimes let him off for ball fetching when the waterfront park isn't crowded.
Also, no dog owner believes their dog will bite someone. My Aunt's Scottie was the sweetest thing yet they watched it attack me unprovoked as a child.

Plans for a dog park got denied because it would require a zoning change for the proposed property. The entire Gorge is a dog park...as well as many other things for people and creatures to enjoy. (remember in Kindergarten when we were all taught to share?) Once the seasonal summer yahoos, who only reside here until Labor Day, (one more weekend!) are done trying to take ownership of a tiny piece of land that isn't theirs, all things quietly return back to normal and everyone gets along with one another. 9 months out of the year there are no problems. Windsurfers sit side by side with kiters, kiting instructors coexist with the general kiteboarding community, families share the beach with kiters, windsurfers and Suppers, everyone gets the same opportunity to walk barefoot through the goose crap at the Event Site while holding hands, together.....and most importantly, THE LOCALS GET TO HAVE ENDLESS, UNCROWDED SESSIONS. Have a drink, smoke a joint, kick the dog and slap the wife, do whatever it is you need to do.....chill out. Relax, everything is going to be OK. (Enter bogus statistic that appears to prove my point, but really doesn't)

Dog owners need to leave bushels of eucalyptus leaves out loose, not their dogs. OR, maybe it's OK if they let their dog run loose as long as they leave a bushel of eucalyptus leaves... That's a win-win for everybody. BTW, dogs have really bad breath. If you have a dog, give it a tic-tac for God's sake. Dogs with bad breath really make me angry.

All I have to say is....,
Your unleashed dog comes running through my kite or biting at me I have a leash for it attached to a Go-Joe. " IN CASE " your dog ends up floating down river

So can i assume from this post you will cover all medical and gear damage on our beaches caused by loose and aggressive dogs. Yea, thought not.
We have a small space with a lot of people, gear, dogs and kids. It usually works really well. Sometimes some small number of people don't care enough to consider others and it gets disruptive for a bit.
Seems fairly simple to me though,
if you don't control your dog (or kids) you will force me to and my guess is you will not be happy with how I try since I have less experience than you.
but, hey, it's your choice...
