Just head to exit 25 on I-84. There should be a sign for Rooster Rock State Park at the exit. Haven't seen what the beach is like recently, but scope out what's there of the beach and find the best place to launch. If there's lots of beach then usually head to the East parking lot. Otherwise you might have to park closer to the gate and launch from a small piece of sand.

I would recommend going as far upwind as possible also cause the current sometimes makes it hard to stay upwind.
