This is a re-hash of the willamette river poo thread.
For those homeowners that have a drywell or frenchdrain system or even have allot of trees in their yards or divert runoff from their easetroughs to a garden, etc. You are eligible for a sizable discount on your water bill.
The City's website is kind of screwed up, I contacted the office and she said the folowing:

While we are ont he subject of all things envronmental, if anyone wants to insulate their house or get new windows and have the state pay up to half of the cost then PM me. My wife works for the portland office of sustainable develoment and I can give you the scoop. We blew cellulose into the attic and it cost me $350. I got a check fromt he energy trust of Oregon for $260 bucks. The insulation made worlds of difference!!!
