You could proabably complete a msters thesis on water level fluctuations on the Columbia but it basically boils down to several factors..

1. Snowpack amounts
2. Local precipitation
3. Current and predicted reservoir levels
4. Predicted water usage based on water rights
5. Power needs
6. Water spillage requirements for ESA fish
7. large scale climate patterns

Evaporation ain't be one of the factors in determining to hold back or release water. In short, the damn wants to spill as much water as they can because it makes them money. They have to hold water back for a variety of different user groups. None of which wear wetsuits.

No, it was a kite free day. It's a wife thing and I have found that if your constantly dissing your significant other to go kiting then when you actually get "permission" to go kiting, there is no god damned wind anywhere. Smile

You got it right, they lowered the Descutes level to recover that body and it lowered the Columbia's level. And when they recovered the body they put things back to how they had been.
