To the best of my knowledge the rules only require that you are pulled by a kite. This is kiting's biggest downhill race with all toys open as options as long as it's a kite pulling you. And, as far as Corey goes, he's been doing this exact race for around 20 years (10years before any other kiters) and when he started running this race he did it with two lines, a rigid framed kite and waterskis.
