At first I thought...seriously? But after reading it, it's not that bad. $5 bucks and some education. Similarly, Millfoil was and probably still is a problem within washington state waterways/lakes & man-made ski lakes. We would wash our boats pre & prost wakeboarding/waterskiing with bleach & water to not spread millfoil around which turns lakes into toxic sess pools which led to massive fish kill. So I can see the States point in issuing this permit.

These are photos from a lake I use to live on. We moved because of it. The EPA denied us using copper to treat the lake ( we used it for over 20 years and it worked - the fish were happy). Many nights spent in meetings, talking to gov agencies, spending our own money on lawyers. The housing values tanked. Wakeboarding & waterskiing was cancelled.

The 10' and under rule is about the invasive act, not the life jacket. The ruling on why life jackets are required is because of the propulsion method of the paddle. The leash should be a requirement not the life vest. You can put a windsurf rig on the same board and will not need the uscg vest. I have a customer that is a open water swimmer thats is just going to jump in and have a tow platform attached when the sheriff shows up. The other inconsistency is the inflatable vest. But I will wear mine and go with the flow.
