I just got some 2010 Naish gear and am wondering what this velcro strap thingy that came with the leash is for?

It's the attachment point for the safety-to-spreader-bar. I like it because everything is more handy when you need it fast on the water:

That little piece was useful with the 2008 kite bar when the leash would barely reach the spreader bar on the front of your harness.
With the 2010 bar, there is enough length to attach the leash on the back of your harness (if you have a place to hook it) so you don't really need that thing unless your harness doesn't have a leash attachment.
