...which, according to last year's report (http://www.nwkite.com/forums/t-9684.html&highlight=tahoe) is not the best place to kite. Has that situation changed, especially for let's say the end of July? Thanks for any tips.

You might PM Schey about this. Pro snowboarder, Tom Burt, kites on Tahoe regularly and he is a Slingshot teamrider.
If you PM Schey, or Brave Dave, then they might be able to get you in touch with Tom.

......and not very windy.

best palce to kite near tahoe is Washoe lake in NV. Tahoe gets rotton wind, go to Washoe or the Bay/Delta.
enjoy,

Kings beach and Nevada beach will go, but you need 14-17m kites and a big board. Kings Beach is onshore and is crowded with nonkiters, be sure to ask locals about launching spot. its high elevation wind, less dense, so rig bigger than you think. timing is crucial, usually between 4-6pm.

washoe is a better bet, only 30 minutes from the tahoe. stronger 10-25 mph wind, but gusty. 11-12m kiting, its the goto spot in this area. blows 4-5 days a week, in the afternoon.

Washoe is dif your best bet. Rig a size higher than you normally would and you should be fine. It is mainly on shore winds so you are going to have to be able to head up wind.
