...to a large extent on the tide. The base of the spit is generally always good, but the shaft is dangerous at high tide: waves lapping against rip rap. Low tide: nice sand, no silt. No oyster beds, sharks or jellyfish. Occasional Shamu. Wet suit is mandatory; dry suit better. Best 'but, (as in Halibut), in the world.

The answer to that question is always "of course." Seriously, I would join kitesurfalaska@yahoogroups.com. They just put on the kitefest in Homer and are thoroughly familiar with wind conditions year round. I predict it's a safe bet for wind in Homer in July. Plus, many of the members of the above referenced yahoo group are locals in Homer and would probably join you on the water.
Homer is about 4 -5 hours from Anchorage. Just outside of Anchorage (and on the way to Homer) is Turnagain Arm, which is like the Gorge, only instead of those weird fish that lurk in Hood River we have Beluga wales, bore tides (http://www.nwkite.com/forums/t-10860.html&highlight=lks ) and State Troopers who will dutifully stand on the shore with binoculars watching you drift out to certain death with the tide, unless of course you have a friend with a floatplane (http://www.nwkite.com/forums/t-13110.html&highlight=lks).
At the mouth of turnagain arm is a decent spot called 20 Mile River. Again, you should probably be intermediate to expert, and have a jetski nearby if you're gonna try it.
