Your best bet is in the valley, too gusty on the mountain and the only frozen over lake is 4 miles in (snowmobile/snowshoe/skin in). New Meadows on Southerly flows works (but usually light). On the McCall side head south of town about 7 miles to and look to the fields on the right side of Hwy 55--they're snow covered open fields for miles. Ask permission for sure, cause there are some cantankerous old farts around that wield 12-gauges.
Look for Southerly flow, Northerly are gusty and prone to sudden Westerly microbursts that'll send you to the Selkirks. Otherwise, hit up Cascade lake (if frozen fully) from the Tamarack side or from the golf course beach access in Cascade (34 miles south).
G'luck--I've only gotten lucky up there 3 or so times. It's pretty fluky but head down towards Boise and the options become limitless with Blacks Creek and the Camas Prairie.
