I have heard 4/3 suits are the standard suits for wear in the PNW. That right? Should I look for a hooded model?

if you work a lot to kite get a lighter suit ,but most of the south coast crew kiters and surfers wear 5-4 hotlines get the combi it lasts the best and if you have a situation where you are in the water a long time you probably won't die.
Because of wind caused upwelling
the water in the winter is warmer than in the summer.
Or just wait for the river to warm up and go in a shorty ,get two then you don't have to pull on a wet one if you go every day,
