I've kited in San Quentin mexico, in Baja. It would be nice for beginners. Cold water but a protected bay without waves. I don't know about that time of year though. There's a nice hotel right in front of good kite beach. it's a farming community, so no night life, so heads up there. also you can camp almost anywhere on the beach. it's a beautiful spot.
that said, there are tons of other options, I've just not done them. Check out cozumel and la paz/ la ventana (sp?) in Mexico. try searching this forum for those places with the correct spelling.

I'd say La Ventana in Baja any time after mid November. The area towards the south end of the bay is great for beginners as they end up on shore eventually if anything goes wrong.
For real beginners and overall ease of learning I don't think you can beat South Padre Island in the fall. Very high probability of good winds and some of the easiest conditions around to learn in.

Ventana really is a nice place to learn.
November has been pretty calm the past two years. This year should be great since Delta and I aren't going.
