We do not have a relationship with this vendor, and have not selected the obstacles for the park.

The official process of reviewing this project has started. Jon Davies and I have prepared a brief guide to the public process:

The City of Hood River will address the proposed project through a site plan review and building permits for the hotel, commercial building, and parking lot. It will also consider the upland impacts of the proposed cable park, such as traffic, parking and pathways. Depending on the city’s action, the Port of Hood River may then consider leasing a portion of the Nichols Basin to Naito Development for activities associated with the cable park. The Army Corp of Engineers will decide whether permits will be granted for in-water construction in the Nichols Basin.
The City Planning Commission will consider this project at its meeting on March 19th (5:30 PM, City Hall). Written comments should be sent to the City Recorder (Jennifer Gray, jennifer@ci.hood-river.or.us) with a request to share them with the Planning Director and the Planning Commission.
The Port Commission meetings have not yet been scheduled. Notice will be posted in the Hood River News and on the Port website at least two weeks prior. Comments can be sent at anytime to the Port of Hood River, 1000 E. Port Marina Dr., Hood River OR 97031 or by e-mail to PortHR@gorge.net
The maze of public meetings by different organizations to consider different parts of the proposed project can be very confusing. The City Planning Director (Cindy Walbridge, Cindy@ci.hood-river.or.us) and the Port Executive Director (Michael McElwee, mmcelwee@portofhoodriver.com) can help you navigate this process to get the right comment to the right entity at the right time. They can also put you on a notification list so you'll get a personal invitation to the public meetings and hearings.
Your input is an important part of this public process. Hopefully this roadmap will help you know where to start.

Some more information about the Planning Commission review process-- it's gotten slightly more complicated. There was a city code change a few months ago which requires a commercial project on > 1.5 acres to apply for a "conditional use permit" (CUP) in addition to the regular site plan review. To correct this oversight, the continued site plan review hearing which was scheduled for April 2nd has been rescheduled to April 16th, and will include the CUP review also.
The CUP review is very much like the site plan review, but there are some additional criteria which the Planning Commission will consider. I'll post a link to that info soon, but I wanted everyone to know about the schedule change.
The deadline for written comment on the site plan is still March 29 (Thursday) 5PM, but verbal testimony on the site plan as well as written and verbal testimony on the CUP extend up until April 16th. All your testimony so far is part of the record, so you don't need to testify again unless you wish to comment on the additional CUP criteria (link coming soon).
My apologies for the error and the schedule change, but it's far better to catch these things before making a decision. |

For those of you following the city processing of this application: The Hood River City Planning Commission will continue its hearing of the conditional use application for this project at its meeting 5:30PM, Monday May 7 (at City Hall). The record has been closed for new written testimony, and the applicant has had a chance to rebut in writing. Unless something causes the PC to reopen testimony (typically new evidence being presented in a rebuttal) you should expect the PC to begin deliberations towards a decision.
There are a few possible outcomes of a PC deliberation. They can issue a "tentative decision" which directs staff to prepare detailed findings along certain lines for approval at a subsequent meeting, or they can issue a final decision and authorize the chair to sign when the documents are complete.
Decisions usually fall into three categories: rejection, acceptance, or acceptance with conditions. If there is an acceptance with conditions, it is very important to read the conditions if you want to understand what has really happened.
As you may know the applicant has removed the cable park element from this application and submitted a second application for separate consideration which includes the uses on the water. The specifics of that are complicated, so I'm not going to attempt a summary. You can come to the meeting to hear staff explain it to the PC. I can tell you the record will be open for further comment on this second application as soon as the application is deemed "complete" and the 120 day clock starts. Staff also tells me that all comments submitted before the record closed on the first application will automatically be brought forward to the second application, so you do not need to resubmit for the PC to see your comments re: cable park or to maintain standing for appeal.
In a final note, city staff has recalculated application and appeals fees based on the technical changes to the application (site plan to CUP, change in acreage). They will also explain those fees calculations at the Monday meeting. There is a strict clock for filing land use appeals to the city council, so anyone considering an appeal should carefully study those rules. |

That's sad. Wake park could make the region even more attractive to people and give young crows alternative ways to spend time.
Cant imagine why NIMBYS would oppose a cable park... |

It seemed like a sad deal at the time. Thankfully, the young crows were walked 100 yards north of Nichols to enjoy a 24 acre transitional beach with sweet skim butter and a free feature park 6 months a year, all compliments of Mother Nature.
The gorge is so giving of it's natural resources it's one of very few regions in the world your play schedule is extremely convenient. Cable parks are better suited for warmer regions where it takes much more effort to get your time on the water IMO.
Also, kudos to the Port for putting effort towards the beautification of a once nasty area to help alleviate Marina and ES crowds. There is no way a cable park would have satisfied the user group demographic currently enjoying the area when you factor overall square footage requirements. |

I also agree that the current use of Nichols basin is serving a much higher purpose for way more people in the local community. |
