Agreed. Also, realistically there is no way the Event Site will open until the rest of the state parks open. Outdoor recreation will need to all be opened at the same time to prevent crowds from concentrating at one site. Once that happens though we need to be vigilant about keeping proper distancing, avoiding gathering at the Event Site or else it will just shut down again.

Word from the county and mtn bike community here in Hood River is that some local HR trails will be reopened, but there will be no parking allowed at or near any trailheads, and you must be a local resident carrying ID as proof.
The sheriff will be checking for parked cars,running plates and ticketing. (apparently in having already doing this currently, they say about 90% of plates have been from out of town).
*I am not promoting this as a rule for Port properties, but since this is a county rule, it could be reflected in the Port of HR policies when the Event Site begins to reopen to users.
With the bathrooms closed, this may also limit access to only kiters that have a local place to poop.
As a side note, Laird is doing an incredible job of stepping up to bat for the kite community by communicating with the Port of HR as a kite representative. Please also remember he wants to get back on the water just as badly as any of us so be supportive of his posts and constructive in your questions or concerns.

What about us Klickitat and Skamania county folks? Who bought event site season passes?
Our little Mid-Columbia community happens to include parts of two states and at least three counties. I’d even include our friends who live in Wasco county.

Not to be too specific, but I think the Sheriff is not as concerned about rural communities interacting within each other, it sounds more like the concern might be with suburban/city tourists rushing into the Gorge under the mistaken premise that the Gorge is "open" for business as usual.
Notes taken by Engage the Gorge Group from the County Meeting:
Reopening HR County
There was a pretty lengthy discussion of the plan for re-opening Oregon, which was presented in a power-point presentation by the governor on Monday (you can find it here: http://media.heartlandtv.com/documents/Reopening-Oregon-Framework-Presentation-v4.pdf)
Jeff Hecksel & the commissioners weighed in on their concerns about the plan for reopening. Those included:
Powerpoint "plan" was short on details (though Karen J felt that allowed for more flexibility)
Lack of clarity on the way in which industries will be monitored for adherence to plans. If the requirement is for the County Public Health department to do so, insufficient resources.
Need to understand the county's inventory of PPE which can be used by medical staff when handling either a surge in cases or the requirement for PPE in order to manage increased testing.
Need to know inventory of test kits.
Trish (Health Dept) said that the county probably has 3 to 4 weeks of PPE based on the current level of testing and care.
The May 1st date for opening medical and dental offices for non-urgent procedures depends on those offices having a 2 week supply of medical grade PPE.
HR County has not been getting the deliveries of PPE from the state system as needed.
Some dental offices donated PPE to the county. Some may try and order new PPE from regular suppliers.
The county currently does more than is required of contact tracing. REquirement = contact high-risk patients; HR contacts everyone they can find who was in contact with an infected patient. That won't be possible if cases surge.
Task force to include hospital CEO, county medical officer, other health officials will meet to help get #s, and plan for the reopening with the county.
The other big topic was the resolution to reopen the county forest lands to the public. Some concerns:
The county has limited #s of "NO PARKING" signs to use to enforce parking limits at trailheads. THey will seek additional signs from other agencies.
Hunters have been out and about in some areas already; same with some out of town travelers.
Dry spring = greater danger from campfires if camping is allowed. Use will likely be day use only (?).
Sheriff said that when they have seen groups out and about they seem to mostly be good at social distancing.
Want to avoid visitors from outside the county.
Plan: Amend the resolution to include the statement from Governor about restricting travel to make clear that this is not an invitation to Portland,etc. (Sheriff may cite those parking in "No Parking" areas as needed). "Soft" opening of open areas around the county to avoid it looking like "Hood River is now open..." (We're not).
Resolution will likely take effect next Tuesday giving access again to county forest areas.
Next meeting is Wednesday, April 29, at 3pm (check county website to confirm date/time and call-in info).

Apparently in Washington beginning May 5 "Restrictions will ease for day use of state parks, day use of public lands, and day use of fishing and hunting areas, including golf" with appropriate social distancing etc. Curious if Oregon will follow suit. A coordinated approach would make sense.

Kip, don't suppose you noticed the statement in the article regarding overcrowding???

Posting about locations to camp/kite will likely lead to closures of said locations...
Also of note are the gas stations you will be stopping at, the fact you are coming from an area with a much higher infection rate. Will you be camping the whole time? If so will you be hanging with other campers on the beach or self isolating?
Good thing you don't fit the profile for high risk individuals (men over 70).

and if you read the fine print...
"Some state parks won't be open on that date due to the impact on rural communities and the potential for crowding, state officials said. State parks is working with local communities and their partners to determine the best approach and timing to reopening these areas."
This makes me wonder about the status of the Hatchery and Doug's Beach on May 5.
Maybe Victor can dig some small holes at Doug's so we can say it's a golf course.

No, Washington State Parks do not discriminate based on residency or other factors. Mosier Waterfront Park and Hood River area trails are the only places I've heard that have specifically excluded everyone except local residents from accessing public resources.
Oregon State Parks are closed to all users with no listed opening date, again without discrimination.
