I kited in Nuevo Vallarta Feb. of last year and posted a small report on kite forum.
You'll want a big kite like 16ish. I got two days on a 14 and could of had more with a big board. It was entirely surf and chop riding.
Also I was able to launch right in front of our hotel there was lots of room on the beaches in the area.

I kited for a week two years ago mid- may in Bucerias just north of Puerto Vallarta. Wind blew every day starting about 1pm and blew to dark like clockwork. Used 11m or 15m fuels back then. Nice big bay but wind is somewhat onshore so not the best for learning- small to medium swell. From the chart earlier in this thread the only real month of wind is May +/- 2 weeks either way. The town of bucerias is a good base if you want a smaller old mexican town with funky beach bars- Salitos is a great surfing town 20 miles to the north worth checking out also!
