 This is a poorly designed and pointless survey.  I understand no one wants to pay taxes or fees but this is not the way to address it.
 
 They only realistic answers are A & B.  If you are injured to the point of incapacity you are no longer able to make the decision as to whether you will need to be rescued.  The culture of our society is such that others are unlikely to stand by idly if someone is injured/stranded/dying.  There may be others around to help, but government agencies will still be the last safety net.  Based on anecdotes from others it sounds like current government rescue services are inefficient at best.  We should work to make them better, not ask to get rid of them entirely.
 
 I'll put my flamesuit on since there are a lot of people that answered "C".  I support and encourage your self-reliance and kiters should think this way.  However policy makers and first responders will see right through your desire to answer C to avoid fees, and know you will answer differently when faced with life or death.
 
 You can't say you don't want to pay taxes to support the fire department because you will never need or request help even when your house is burning down.  It just doesn't work that way (in the US at least).

 B. I do not *expect* to be rescued, but if I am in a situation where I think my life is in danger, I will absolutely accept any help from anyone, government agency or otherwise. I'm not going to risk having my children grow up without a father just to prove that I can handle every dangerous situation myself.
