Can be done and great advice from Gman regarding CSO. South winds imply rain and lots of rains means CSO downstream.
If you want to try riding south winds, I think people do Broughton beach (Marine Dr./Airport). Or Wintler Park in Vancouver about directly across from there. Maybe SW is better to ride. I know the foil crew does it
