Do I need to get a reservation or anything for 4th of July? Or do I just pop my tent. (That's what she said.)

No reservations, no fees either. It does get rather full on a big weekend. There is water there but I would bring my own for drinking or just bring beer.

Roosevelt is awesome !
I was fortunate to have experienced Roosevelt for the first time early May this year . There were few kitesurfers and a few windsurfers . I heard several times mention of the popularity the site has summer weekends .
TONS of room on the water not so much on land when busy , small area ..
Launching is interesting . I was told to use the leeward side of the jetty , by the park host , later I saw launches from the upwind side as well so ?! It's really gusty and dead spots leeward side , be careful , but on the upwind side of course if there's a problem the jetty is right there to stop you from going far . Ouch . There are a lot of large rocks in the water and along shore on the upwind side too .
I found the best launch leeward was to go directly downwind slightly out to the river till you feel solid wind in the kite . Coming in for a landing , come in the bay behind the jetty with good speed so you can make it to the little shore line , because thats where you want to be . Seriously that leeward area lets the kite fall straight down some times with the wind swirls so come in on the hot side or your wading and the kites in the water blah blah blah
You'll see .
Big swells nearer the Oregon side 'Very Happy'
Small grassy area for tents ,parking lot for rv's etc bath house with a(1) shower and toilets , sinks .FREE ! Good water , Had my own though .

Everyone can thank the windsurf community for making Roosevelt the awesome place that it is. It was an abandoned wasteland and they all chipped in and worked with the Corps to fix it up and maintain it.

A truly awesome (and windy) place. Some of the best swell I have seen in the gorge.
