I want to come down to kite at the Event Site....still too new to go anywhere else. Don't want to make the drive from Whidbey Island just to get skunked for a couple days.

Is it still kiteable for a newby when it's not warm and clear/sunny?

You still can't count on the wind from day to day this time of year. Besides, some of these spring winds can be downright angry. Probably not best for a newbie. You'll be better off waiting for those clear sunny days you talked about.
