Rufus is probably the best bet. Not too far from HR (35 min or so) and gets some strong wind.

Due west wind was at the coast this past weekend. Someone was out on the water working the crap out of a small kite. Looks like west wind and rain all week, except wed if you have a 15.

Roosevelt is also good. Plenty of room and great swell on the OR side.
