Yes, there should be wind until March. One can kite, I believe, right off the beach in South Beach. But, the place I go is called Crandon Park. It's a nice set-up with plenty of parking and a grassy area for the kite to dry. There is a fair amount of government oversight so you'll have to pay a fee to kite there as well as $5 for parking.
From downtown miami it's about 20 minutes to crandon park and well worth it.
The launch is good and there are plenty of instructors around if you are bringing a beginner.

I was there in January a few years back and it was windy with people kiting and a shop had a trailer there, but they wouldn't rent gear (for liability purposes). You might want to contact local shops to see if they'll rent you just a board if you bring your own kites. Guys were on 12m the day I was there; again, it was several years ago but you'll probably catch wind that time of year. Seemed to be a good number of people out. It was a little cloudy and 'cool'; several folks were wearing shorties. The beach was near downtown - it may have been Crandon Park (?) - there was parking but not much. We walked over from the King Tut (Buffalo Butt) exhibit at the museum.

We only get wind on cold fronts. Cant predict wind here, sometimes you'll need a 9 & sometimes a 16. How long will you be in town? If it is more than a week you'll hit wind.

I'll just be there for a long weekend... Looking at Feb 18-22nd.. Thanks for the info everyone, even if I end up SUP'in, it'll be good to know the info for this spot.

Im sorry to say Jeri that it's not looking good for any of those days. Forcast is out and sucking big time. Maybe early on the 18th you could get some wind but its out of NW and you wil need boat access to a offshore flat. Its predicted to die it by early afternoon on the 18th so not so good.
I have kited 5 times since our season started in September. We have had no frontal systems with good wind come down. We did have a freak of nature 30 knot sytem in October for a week but thats our season. All fronts are bass ackwards and producing NW winds when it should be producing east/NE winds.
El nino or some garbage has destroyed our season. Evryone here agrees this is the worst season we have ever had.
