A couple of questions I have about NOAA these days.

NOAA previously updated 4 times per day. It appears now it only updates twice per day (around 2:45 am and 2;45 pm). Specially talking about the Northern Oregon Marine forecast for the ocean.

http://marine.weather.gov/MapClick.php?minlon=-125&maxlon=-120.8&minlat=43.39&maxlat=46.91&mapwidth=354&site=pqr&zmx=1&zmy=1&map.x=120&map.y=103#.WzZLePZFzIU

When did this occur? Trump cutbacks I'm sure. . . less information movement with sensors, scientific data etc etc

Secondly, what is the actually time of the day/evening when "day" becomes "night" in the NOAA forecasts?

Thanks.
