So I have a friend that wants to get into the sport and I really would like him to learn from an instructor and not me. Is there a good spot in the Portland area this time of year for lessons?

Not this time of year. The River is 40 degrees. Floras lake would probably be your earliest best bet but not for a while yet either. Call them but I doubt they do much before April. Have him fly the trainer or book a trip to Maui, Mexico, or South Padre

The entire west coast is not lesson friendly for beginners until Memorial day...
Until then the water is too cold and the winds too fickle to plan in advance.

I'm a burly guy who windsurfed in cold waters for 25 years.
I took my first body drag lessons in the Columbia in May of 2009 and almost became hypothermic. I was wearing 5 mil wetsuit, booties, hood, vest.

Understand that when you learn you are body dragging and the cold water is flushing into your suit.

I would suggest your friend invest/rent a 3m trainer kite. there's enough wind around to get him flying it and if he sticks with flying it, he will progress very well on the water when its time for his real kite lesson.
you can show him how to fly a trainer. I don't think too many friendships were severed from trainer kite instruction.

Tell your friend to go to South Padre and take lessons from PRO KITE. The gorge is expensive and conditions not so great for learning.

The Bradys teach down at Floras Lake by Bandon. It might be the best learning spot in the NW other than the Hood River Sandbar in early September when the water is nice and warm.

This time of year I do lessons on the weekends in the ponds at fort stevens state park in Hammond Oregon, near the columbia river jetty on East winds and south west winds.
Ponds is a big shallow bay, all sand, can walk from one end to the other and the water temp is between 54-58*F all winter. Is a very beginner friendly location. With normal surf wetsuit gear its just fine.
