Yep, there are two major camps in airborne wind power: onboard generation (like Makani), and on-the-ground generation like the one you posted. Both have advantages and disadvantages:

Onboard generation requires you to lift the mass of the generators, always tricky when your trying to keep something in the air, and send power down the tether.
On-the-ground generation requires you to have a winching system of some sort, putting a lot of wear on parts that need to last a long time, and you have to find a way to land your system without power since you don't have any onboard.
